App window too high - not moveable

I'm using RealVNC on Raspberry Pi 3 and when an app window opens it is too high, off the top of the workspace and it's top is cut off and it is therefore not moveable and in some cases the menu is occluded as well. I have tried right clicking on them which on some systems has the option "move" but not in this case.

Ideas?
