App on remote volume does not open

macOS Monterey v12.6.1 / VNC Viewer v6.22.826 / VNC Server v6.11.0

Using Viewer on M2 MacBook Air to control M1 iMac. Click an app's icon in the iMac's Dock just opens a Finder window and shows the app and doesn't bring that app to the front or open it. This happens whether the app is open or not. What is even more maddening is that sometimes the behavior is as expected.

Anyone else? Known issue?
