Cannot connect to VNC server running on Windows10

I have used VNC for many years but yesterday I could not connect to VNC server running on Windows10 Home Edition. This has worked reliably in the past but now the client just gets a timeout error trying to connect. When I disable the firewall and virus scanner on the windows box I get the error "the connection was refused by the computer". 

My VNC client is running on MacOS. My client can connect to VNC server running on Raspberry PI device. All three devices are connected to the same ethernet switch so they are all on the same LAN with the IP subnet 10.0.0.xxx

I uninstalled VNC server, rebooted, and reinstalled the server. No change. BTW I am using the default port 5900.
