RealVNC need UAC Admin permissions for user access

We are running Enterprise on a very standalone system, no Domain etc.   Base use account is a user account with an admin maintenance account.  The first login of a cold boot currently requires an elevation of privileges in a User Account Control Window.  After that new sessions do not need the UAC upgrade. How do we get the user to login with user permissions first time?  Thanks
