connect through cox hotspot to a desktop

I have a desktop computer that is connected to a cox hotspot at a storage facility. I have cox internet at home which allows access to all cox hotspots with my credentials from the home cox internet plan. I have installed realvnc server on the storage desktop computer to gain remote access but there is no connection. The storage computer does not use a router just a wifi 5ghz dongle. I have internet but no remote access with vnc. Any help would be appreciated. Thank you kindly
