Windows Smartscreen Blocking OnDemand Assist App

Having deployment issues with the ondemand-assit.exe app.

Both Windows 10 and Windows 11 are refusing to allow the on demand assist app the be downloaded or run.

Error messages vary from Don't Run, need permission to download, no permission to run the app.

Any ideas or suggestions to overcome this would be greatly appreciated.
