When copying and pasting text special characters are not being pasted

I'm working with documents that contain special characters for annotation and when I copy between windows within VNC the special characters are stripped and only text comes through.  This worked fine when we were using Exceed, but now that are using VNC it's not working.  Any ideas on how to remedy this as we need the special characters to appear in the documents.
