Starlink uses CGNAT except for business plans where a public-facing IP is available. The public-facing IP is disabled by default on business plans and is unavailable for residential plans.
If you have a business plan, go to manage your device and change the IP from default to public-facing. It'll require your dish to reboot.
Public-facing is not a static IP. It is a rotating IP (DHCP), but it rarely changes. It will only change with a new gateway (new MAC address) or when Starlink reconfigures their IPs. Restarting the dish, firmware upgrades, etc. will not cause the IP to change. It basically functions as a static IP, but Starlink reserves the right to change it at anytime.

If using the cloud connection then this should work. A direct connection will probably fail if Starlink is using CGNAT?
