new phone, password issue

I changed phones and the new phone says I have an incorrect password.  I transferred everything between phones using the icloud backup.  Everything looks the same same when I open the VNC viewer but it won't let me log in.  I am 99% sure I am using the correct password?  This happened last time I changed phones so I changed the password.  Is this a common problem or is there an additional step need to approve my new phone?  Any help would be appreciated.
