Service interruptions affecting local connections

I'm using the VNC Viewer application with a machine on my local network and it's unbelievably laggy. The reported Line-speed estimate is anywhere from 3 to 10 MB/s and there's a delay of 3-4 sec doing very basic tasks like working in a text editor. My building has gigabit ethernet and there's hardly anyone here right now. It's much slower than usual and I can't figure out why. 

Could the ongoing service interruptions somehow be affecting local connections?
